PostgreSQL - Post to WIP job performance with many records in PPA_TRANSCONTROL

Issue/Introduction

Post to WIP job is hanging indefinitely when ran wide open and taking 30-60 sec for 40-70 records only in ppa_transcontrol when there is 276K+ backlog

STEPS TO REPRODUCE:

1. In a PostgreSQL dataset, insert 276K records in PPA_TRANSCONTROL, have 6M in PPA_WIP and PPA_WIPAPINFO
2. Run Post to WIP job
   • For a month with 40-90 records
   • Also try wide open no change in parameters

Expected Results: The Post to WIP job to run successfully and within expected time

Actual Results: Post to WIP job takes about 1 minutes to completed for only ~50 records

If ran wide open, it hangs indefinitely and the statement has to be killed in the database
