U11-118 INITIALIZATION FAILED, SSN='nnnn' NOT FOUND occurs for CA 11 jobs

Issue/Introduction

 Jobs using CA11 fails with error U11-118 INITIALIZATION FAILED, SSN=nnnn NOT FOUND  along with abend U0299.

Resolution

U11-118 can occur if CAIRIM did not initialize the CA 11 subsystem or CA 11 is not up or a previous initialization of CA 11 failed.   To address this error  follow the steps below:
 

1.  Start CAIRIM to successfully initialize the CA 11 subsystem.

2.  If CAIRIM has already initialized the CA 11 subsystem, start the CA 11 STC.
   
    NOTE:  It is possible that a previous attempt to start CA 11 failed.  Check 
                 the CA 11 joblog listing for other messages that caused the start up
                 to fail and take the necessary action to correct them. 

Additional Information

NOTE:

The current documentation has a mix up with the U11-118 message due to the same message ID being inadvertently being used for two different messages.  This is slated to be updated. 

If the text of your U11-118 message is 'INITIALIZATION FAILED, SSN=nnnn NOT FOUND’ instead of ‘DYNCLEAN=NO NOT ALLOWED; DYNAMICALLY CREATED DD RECORDS EXIST; MANUAL FORMAT REQUIRED’ then you do not have an issue with DYNCLEAN.  The issue in this case is related to the failure with the initialization of CA 11.    If the text of your U11-118 messages refers to DYNCLEAN, please see the CA 11 Message Guide  for the appropriate action for to take.
