Deploying a VM with guest customization enabled the VM gets stuck in "Partially Powered off" state indefinitely.

Issue/Introduction

• When you deploy a VM with no guest customization enabled the VM provisions and power on correctly
• When you deploy a VM with guest customization enabled or try to power of forcing re-customization the VM get's stuck in a state "Partially Powered off"
• On one of the VCD cells In /opt/vmware/vcloud-director/tmp/ in one of the cells you can see a new file with format name cust####################.cfg every time you try to force re-customization or deploy a new VM with guest customization enabled.

Cause

This issue occurs when the ".cust" and ".cab" file necessary for the guest customization are not generated correctly by VCD.

Resolution

To fix this issue restart the cell containing the .cfg files. Steps to stop, start, or restart the VMware Cloud Director service before rebooting the nodes
