Inspection of the vCenter UI > Administration > Licensing reveals the presence of expired and unsubscribed licenses (e.g., previous VCF Operations and VMware Private AI Foundation with NVIDIA)

Cause
The presence of stale, expired, or unsubscribed licenses residing within the vCenter Server LDAP database disrupts the license synchronization process between vCenter and VCF Operations.
VCF Operations polls the vCenter Server licensing service to populate its registration list. The invalid licensing data within the SSO LDAP directory prevents Operations from successfully interrogating and displaying the workload vCenter instance.
