Rally distinguishes between core objects and container objects. Test Sets, Iterations, and Releases function as containers. While core objects like User Stories or Defects move to the Recycle Bin upon deletion, container objects undergo permanent deletion. This action removes the association between the container and its items immediately and irretrievably.
Understand that deleting a Test Set is a permanent action. The system does not store these objects in the Recycle Bin, and no recovery or "undo" option exists once an administrator performs the deletion.
Note that deleting the Test Set container does not delete the underlying Test Cases or their results. The Test Cases remain in the system and are available to be grouped into a new Test Set. Locate the orphaned Test Cases in the Test Case folder or via search and associate them with a new container to restore the group structure
