Unable to add License Server to VCF operations

Issue/Introduction

• Deployed a new License Server as part of the upgrade of SDDC manager as per documentation Upgrading to VMware Cloud Foundation 9.1
• Adding newly deployed License Server in VCF operations does not succeed but no error returned. However the UI redirects to the License & Registration page. 
• No license server is listed in Licenses & Registration → Registration → License Servers 
• VCF license server splash page when launching the appliance web console shows: VCF Ops Hosts: Not Configured 

Environment

• VCF Operations 9.1
• SDDC Manager 9.1
