VMSP VMs deployment as part of upgrade process to VCF 9.1.x seems to enter a loop

Issue/Introduction

Upgrade from VCF 9.0.2 to VCF 9.1.x seem to loop between deploying an OVF template (vcf-services-runtime-template-9.1.0.0.25370367), cloning a VM from this template called bootstrap-vm, then this bootstrap VM powers on, gets an IP, and eventually disappears and the process repeats.

Environment

VCF Operations 9.1.x

Cause

 The deployment enter a loop when it detects an IP address in the range specified in VCF services runtime CIDR filed in use by another appliance.

Resolution

 Ensure that the IP addresses provided in the range for VCF Management Services are not being used by any other appliance.
