Issue/Introduction

  • Users in a VMware Cloud Director (VCD) tenant cannot see or manage Virtual Machines (VMs) in their Virtual Data Center (VDC).
  • Global roles appear intact at the System Provider level but appear with significantly reduced rights (e.g., only two rights visible) when viewed within the Tenant portal.
  • The issue may occur suddenly across multiple sites or organizations.

Environment

  • VMware Cloud Director 10.x

Cause

The rights associated with the roles are missing because the corresponding Rights Bundle is no longer published to the tenant organizations. This typically occurs when a Provider administrator inadvertently unchecks the "Publish to All Tenants" option while managing bundle assignments for a specific organization.

Resolution

To restore the rights to the global roles and regain VM visibility, the Rights Bundle must be republished to all tenants:

  1. Log in to the VMware Cloud Director Provider Portal as a System Administrator.
  2. Navigate to Administration > Control Access > Rights Bundles.
  3. Select the affected Rights Bundle (e.g., the Default Rights Bundle).
  4. Click Publish.
  5. Ensure the option Publish to all Tenants is selected.
  6. Click Save.
  7. Verify in the Tenant Portal that the roles now show the full list of expected rights. Users may need to refresh their session or log in again to see the changes.
