Is it possible to use libraries in PDSE format to contain OPS/MVS rules?

Resolution
Yes, rulesets can use PDSE datasets but there are some restrictions.
PDSE Ruleset Restrictions:
- All LPARs sharing the rulesets must reside in the same Sysplex
- The PDSESHARING setting in parmlib member IGDSMSxx must be set to EXTENDED
- Address spaces SMSPDSE and SMSPDSE1 must be active
