MUX Reporting - Unit of Measure defaults to FTE When the "Show Unit of Measure selector" option is toggled off.

Issue/Introduction

When the "Show Unit of Measure selector" option is toggled off, and the selected "Unit of Measure" value is cleared or unselected, toggling the selector back on causes it to incorrectly default to "FTE". This happens even if "FTE" was not the previously selected unit.

Steps to Reproduce:

1. Let the "Show Unit of Measure selector" toggle ON.
2. Select a "Unit of Measure" other than "FTE" (e.g., "Days").
3. Toggle the "Show Unit of Measure selector" to OFF.
4. Deselect "Days" from the "Unit of Measure" 
5. Toggle the "Show Unit of Measure selector" back to ON.
6. Observe the value displayed in the "Unit of Measure" selector is "FTE"

Expected Results: it should not default to FTE.

Actual Results: It defaults to FTE.
