Rally: Consistency in Timestamp Notation between EST and EDT

Issue/Introduction

Users may observe mixed EST and EDT timestamp notations within timebox dates.

Cause

Timestamp notation follows the Time Change mandated by the United States Government. Rally complies with the Uniform Time Act of 1966, which requires the transition between Standard Time and Daylight Saving Time.

Resolution

You cannot manually change or unify these notations within the product. Rally remains in compliance with federal law and follows the standard timestamp transitions until such time as Congress reverts or updates the Uniform Time Act of 1966.
