When creating an Edge Gateway the Provider Gateway is not listed in the wizard

Issue/Introduction

• When trying to create a new T1, the associated T0 does not appear in the list of eligible options.
• The T0 Provider Gateway uses IP Blocks.
• The T0 Provider Gateway is dedicated to an Edge Gateway.

Environment

• VMware Cloud Director 10.6.x

Cause

This is expected behaviour because the Provider Gateway is dedicated to the Edge Gateway, hence it is not available to be selected for another Edge Gateway.
