Total sum of actuals is displaying incorrectly for users in Staffing workspace

Issue/Introduction

Staffing - Total sum of actuals is displaying incorrectly for users with a future hire date when the Unit of Work is set to % Availability

These users are re-joiners in the system. They were previously terminated and later re-joined the organization. When they re-joined, their Hire Date was updated to reflect the new hire date.

The issue is with the Actuals recorded from their previous employment period 

Steps to Reproduce: 

1. Go to Classic>>Resource Management>>Resources
2. Select a resource
3. Set hire date to 1/1/2026
4. Go to MUX>>Settings>>General
5. Set Unit of Measure to % Availability
6. Go to timesheets
7. Create and add time to a timesheet in January
8. Approve the timesheet
9. Run Post Timesheets job
10. Go to Staffing Workspace>>Staffing
11. In view Option turn on Show Total Row
12. January will show the total actuals as 23
13. Go back to Classic view>>Home>>Resources
14. On the same resource change hire date to 5/1/2026
15. Go back to Staffing Workspace>>Staffing

Expected Results: The Total will still show 23

Actual Results:The actuals show 40 and the total row shows 144,000
