VCF lifecycle installation task executes multiple times

Issue/Introduction

In rare cases, a request to install a component through the VCF fleet lifecycle service might trigger multiple executions. The first one will succeed but the later ones will fail because the component is already installed.

Environment

VCF lifecycle 9.1.0.0

Resolution

Verify the component is installed. If so, ignore the subsequent failed installation task in the VCF lifecycle
