Reassign licenses to a new VCF Operations (VCF) Instance

Issue/Introduction
A newly registered VMware Cloud Foundation (VCF) Operations instance displays a status of Not Licensed.
Within the VCF Business Services Console (VCF BSC), the previously deactivated instance may still incorrectly show a Connected reporting status, which prevents entitlements from being automatically allocated to the new VCF instance.
In License Management > VCF Operations Registrations:

VMware Cloud Foundation (VCF) 9.x vCenter 9.x
Resolution
Reassign licenses in the VCF Business Services Console (VCF BSC):
Log in to the VCF Business Services Console.
Navigate to License Management > Licenses.
Click the vertical ellipsis next to the target license and select Add to VCF Operations.
In the wizard, select the new VCF Operations instance (currently showing "Not Licensed") as the target.
Follow the prompts to complete the assignment.
Synchronize the new VCF Operations UI:
Log in to the newly deployed VCF Operations UI.
Navigate to Administration > Licensing > Registration.
Click Update Licenses. This triggers the instance to sync with the VCF BSC and download the newly assigned entitlements.
Assign License to vCenter: Once the instance reflects the active license, manual assignment is required to assign the license to the vCenter Server.
Navigate to VCF Operations > License Management > Licenses > Version 9+.
Select the target vCenter and click Assign Primary License. The primary VCF or vSphere Foundation license must be applied first.
After the primary license is assigned, select the vCenter again and click Assign Add-on License to apply licenses such as VMware vSAN (TiB).
