Recieving a red banner error when saving response rules after upgrading to 25.1

Issue/Introduction

After upgrading to 25.1 we are unable to save existing All: Send Email Notification rules or create new ones 

Environment

In 16.x we were able to edit and create new ones using system variables. 

Cause

There was a code changed that added input validation that only allows a valid email in the custom To: and CC: fields. 

Resolution

Use the top check boxes that will use variables that are set to an email address
