adminUI login failed with correct password

Issue/Introduction

adminUI shows "Error: Username and password do not match." even correct password is inputed.

Re-registering the adminUI doesn't work.

Reset super user password is not working either.

Most of time it fails, but we see few successful login.

Environment

Siteminder 12.80.700.2758

Cause

It was identified that the user did not have permissions on the /dev/urandom and /dev/random.

Resolution

Provide the user to run siteminder with the permissions on the /dev/urandom and /dev/random.
