Users unable to access PPM Gantt from Modern UX Task Timeline when Classic PPM Access is disabled

Issue/Introduction

End users are unable to access 'PPM Gantt' page from Modern UX 'Tasks - Timeline -Actions' dropdown list when 'Clarity PPM Access' to allow Classic PPM URL is disabled.
This results in 'Access Denied: Access to this application URL is no longer permitted. If you believe this is an error, please contact your administrator.'

Steps To Reproduce:

1. Login to Clarity Modern UX and navigate to -> 'Administration -> Actions -> Classic PPM Access' and uncheck the 'Enabled' checkbox
2. Go to a Project - Task - Timeline - Actions' dropdown and click on 'PPM Gantt'

Expected: 

The 'PPM Gantt' utilizes Classic technology and when the Administrator disables the access to Classic, this action should not be visible for the end-user in Clarity.

Actual:  

The 'PPM Gantt' action is still showing and when the user clicks on it an error is generated to deny access.

When the Clarity Administration, 'Classic PPM' ACTION is ENABLED, the following use cases will behave as expected, described below:

  • A user that  has the 'Classic PPM' ACCESS RIGHT for the Main Menu navigational link back into Classic PPM:
    • The 'Classic PPM' Menu navigation link is VISIBLE and when it is clicked, the user will  access Classic PPM.  
    • The 'PPM Gantt'  Action on the Tasks Module is VISIBLE  and when it is clicked, the user will access the Classic PPM Gantt.
  • A user that  does NOT have the 'Classic PPM' ACCESS RIGHT for the Main Menu navigational link back into Classic PPM:
    • The 'Classic PPM' Menu navigation link is NOT VISIBLE because the user does not have permissions to go to Classic.
    • The 'PPM Gantt' Action  on the Tasks Module is VISIBLE  and when it is clicked, the user will access the Classic PPM Gantt because Clarity Administration, 'Classic PPM' ACTION has been ENABLED. 

When the Clarity Administration, 'Classic PPM' ACTION is DISABLED, the following use cases will behave as expected, described below:

  •  A user that  has the 'Classic PPM' ACCESS RIGHT for the Main Menu navigational link back into Classic PPM:
    • The 'Classic PPM' Menu navigation link is VISIBLE and when it is clicked, the user will see a 401- Unauthorized Error message, because the Clarity Administration, 'Classic PPM' ACTION has been DISABLED.
    • The 'PPM Gantt'  Action on the Tasks Module is VISIBLE and when it is clicked, the user will see a 401- Unauthorized Error  message, because the Clarity Administration, 'Classic PPM' ACTION has been DISABLED.
    • 401 - Unauthorized Error Message:  Access Denied: Access to this application URL is no longer permitted. If you believe this is an error, please contact your administrator.
  • A user that  does NOT have the 'Classic PPM' ACCESS RIGHT for the Main Menu navigational link back into Classic PPM:
    • The 'Classic PPM' Menu navigation link is NOT VISIBLE because the user does not have permissions to go to Classic.
    • The 'PPM Gantt' Action  on the Tasks Module is NOT VISIBLE because the Clarity Administration, 'Classic PPM' ACTION has been DISABLED.
