VM RI Optimizer not showing any recommendations for Shared Scope

Issue/Introduction

In the VM RI Optimizer for Azure you may be seeing recommendations for Single Scope, but not Shared Scope. 

Resolution

If your subscriptions are CSP this could be expected behavior. When analyzing shared scope for the selected partner domains the optimizer only shows subscriptions where the csp_status is active. The reasoning for this is to ensure we are only recommending RIs for active subscriptions in the partner tenant.  

If the csp_status is "nil" like in the example below the optimizer will filter the subscriptions out which in turn causes shared recommendations for the subscriptions to be empty. On the contrary, this partner domain logic is bypassed for single scope recommendations, because for single scope the optimizer doesn't check for a csp_status of active. This is by our product design and is expected behavior. 

In this situation you would need to reach out to Azure support about why your csp subscriptions have a csp_status of nil instead of active.
