ER Add custom alarm enrichment values into DX Operational Observability alarm messages

Issue/Introduction

Users may want to include dynamic values (such as an ASM monitor name or other inventory attributes) directly within the primary alarm message string in DX Operational Observability. Currently, the default alert message may not include specific context. When viewing these in a Situation, users must often drill down into the raw alarm details to identify the specific application or monitor involved.
