Alarms not suppressed by Maintenance Window when associated entity is inactive at start

Issue/Introduction

Alarms occurring during a scheduled Maintenance Window are not being marked as "under maintenance" or suppressed. This issue specifically occurs when the Maintenance Window is configured using Entity filters.

Cause

This is the current design of the product.

Resolution

The Maintenance Window is setup based on the entity.

The entity was live(active) in the past.

The entity become inactive some time before the start of Maintenance Window.

The Maintenance Window starts. At that point the entity does not become part of Maintenance Window as the entity is inactive .

While the Maintenance Window is active, there is alarm from the entity. 

Since the entity is not part of Maintenance Window when it started, thus alarm is not considered as part of active Maintenance Window.
