Common names can create access problems.
When creating the new user's profile, first check to make sure that it does not already exists in Rally. If it does, rename the existing ID so that you can create the new user's ID. This will ensure that the new user is starting with a clean slate and not inheriting the access and history from the previous user with the same name.
