Missing base file for table

Issue/Introduction

ALTER / VACUUM table fails with:

ERROR:  could not open file "base/12345/98765432": No such file or directory

Cause

An IO error might have caused the file to be missing. Touch the missing file at the related segment. The customer may need to re-create that object or reload the data from another source.
