Error: "No storage available in the organization. Please allocate resources to your organization" when creating a catalog in VCD UI

Issue/Introduction

• Catalog Creation Failure with below error in VMware Cloud Director despite sufficient quota and valid Storage Policy:
  
  "No storage available in the organization. Please allocate resources to your organization"
  
  
• The user creating the catalog has custom role permissions.
• Catalog creation works with System administrator & Organization administrator role.

Environment

• VMware Cloud Director 10.6.1.x

Cause

This issue is caused when Organization VDC(s) has sharing access disabled.

Resolution

To resolve the issue, enable sharing of the Org VDC(s) to allow catalog creation to succeed by following the steps mentioned in the following documentation:
