Update % Complete job performance with Milestones selected

Issue/Introduction

When a large customer runs the job with no restrictions and simply with the Milestones checkbox enabled, the job will take 5 minutes to complete

STEPS TO REPRODUCE:

1. On a large customer system with 2K active projects, go to Jobs
2. Select Update % Complete
3. Do not fill any of the parameters, leave them empty
4. Just check Include Milestones when Updating Task Status to be enabled
5. Run the job

Expected Results: the job to complete within reasonable amount of time

Actual Results: The jobs runs for 5+ Minutes for 2K projects

Workaround: Run the job without Milestones selected throughout the day, run the Milestones once daily
