Issue/Introduction

Privileged Access Management (PAM) admin noticed after their recent cluster quorum loss recovery, the following messages flooding their session logs:

PAM-CMN-1701: Unauthorized access to service controller

The source of these messages were coming from their other primary cluster site members.
