OTK Upgrade Fails while Referencing Encapsulated Assertion

Issue/Introduction

While performing an OTK upgrade on Gateway version v11.1.1, the following issue occurred:

Environment

All supported version of the OAuth Toolkit

Resolution

There was an Include Fragment assertion referencing an OTK encapsulated assertion. Once the Include Fragment was removed, the upgrade was successful.
