ACF7A215 APPLDEF RSB LOAD FAILED at IPL time

Issue/Introduction

We just upgraded to ACF2 release 16.0.  During the IPL, we got this error message: 

ACF7A215 APPLDEF RSB LOAD FAILED RETCD X'00000008' REAC X'00000000'  INF X'00000000' 

Then CICS would not start getting: 

ACF7A216 RSB ACFAE#CI NOT FOUND IN RSB-LIB, BYPASSING RECID CICSKEY.****************** FROM RECORD; SYSID: **** RECID: APPLD 

 How do we fix this?

Resolution

The APPLDEF record has a field called RSBLIB.  RSBLIB indicates the library into which the RSB has been link edited.  That should be the latest version of the dataset, as the APPLDEF is backward compatible.  Update the GSO record, then do an F ACF2,REFRESH(APPLDEF) and restart the problem region.  An IPL will work also, but is not necessary.
