CloudWatch Agent metrics are not collected for EC2 instances outside of AWS region us-east-1

Issue/Introduction

Disk and memory metrics captured through the CloudWatch Agent are not available in CloudHealth Metrics reporting for EC2 instances outside of AWS region us-east-1. 

Resolution

When an AWS account does not have any EC2 instances running in the us-east-1 region, the "Primary AWS Region Override" option (located under the Optional section of the Account Configuration settings page) must be set to a region with running EC2 instances to trigger metrics collection.
