Self defined applications missing in Software Usage list

Issue/Introduction

When you create a signature for an application it may not show up in the list of applications that can be monitored by the Software Usage agent.

E.g. you add a signature for "SAP Workforce Performance Builder Producer":

Yet it does not show up afterwards in the list of applications that you want to monitor on:

Cause

Software Usage needs a filename that it can meter on. If a definition lacks a filename. It is not included in the list of applications eligible for the Software Usage agent
