When scaling out a cluster in VMware Cloud Director Container Service Extension a "CreateLoadBalancer" error is received

Issue/Introduction

When scaling out a cluster for the Container Service Extension the error is received for:
"unable to create virtual service; expected http response [202], obtained [400];...cannot use external virtual IP Address ###.###.###.### since it is not allocated to Edge Gateway <Edge Gateway Name>".

Environment

VMware Cloud Director 10.6.x
Container Service Extension 4.2.x
CPI 1.6.x

Cause

The IP address attempting to be used as an external VIP of the Kubernetes cluster is not assigned to the edge gateway. Kubernetes and CPI are failing as a result.

Resolution

Add the IP to the edge gateway following Edit the IP Allocations of an NSX Edge Gateway in VMware Cloud Director.
