Encoding problem since the version upgrade of the portal when importing swagger : accent replaced by ??

Issue/Introduction

After upgrading to Developer Portal 5.3.3.1, the customer reports that Swagger JSON files encoded in UTF-8 display accented characters incorrectly in the Portal UI (Swagger UI).
Affected characters (é, è, ê, à, etc.) appear as “??” when viewing the API documentation inside the Portal.

The Swagger files themselves are confirmed to be UTF-8 encoded.
The issue occurs during UI rendering.

Its a relevant issue in portal 5.3.3 and it has been solved in portal 5.4.1
