Issue/Introduction

  • Manual removal of a license association for a VMware Cloud Foundation (VCF) 9 or VMware vSphere Foundation (VVF) 9 deployment within the VCF Business Services console fail's.
  • The console displays the following error code:
    Failed to dissociate license manager as consumed quantity is greater than 0 for allocation id ########

Cause

This issue occurs when a VCF Operations instance is deleted before being properly deactivated within the VCF Business Services console. Because the deactivation step was bypassed, the backend database retains the active mapping. Consequently, the license remains locked in a "consumed" state, preventing administrators from dissociating or reallocating the capacity.

Resolution

To clear the error and restore the license to the entitlement pool, the registered instance must be deactivated via the VCF Business Services console.

Deactivate the VCF Operations Instance

  1. Log in to the VCF Business Services console.
    1. Navigate: Open a browser and go to vcf.broadcom.com.
    2. Sign in using your Broadcom Support Portal credentials. Please refer to the document below for detailed instructions.

  2. Navigate to License Management > VCF Operations Registrations.

  3. Locate the target VCF Operations instance (e.g., https://vcf-operations.local).

  4. Click the vertical ellipsis() next to the instance name.

  5. Click Deactivate.

  6. In the confirmation dialog box, click Deactivate to confirm.

Force License Removal (Optional)

  1. Execute these steps if deactivating the instance fails to release the target license.
  2. In the VCF Business Services console, navigate to License Management > Licenses.

  3. Select the Version 9+ tab.

  4. Click the vertical ellipsis next to the target license, and select Remove License from VCF Operations.

  5. In the dialog box, click Remove.
