In Audit Per Period Metric, "changed by" is showing a locked user who did not make the change

Issue/Introduction

In the Administration --> Audit --> Per Period Metric tab, when displaying who changed a record, the system is showing a user who is CURRENTLY LOCKED and DID NOT ACTUALLY MAKE THE CHANGE.

 

Steps to Reproduce: 

1. Login to Clarity as Administrator
2. Navigate to MUX --> Administration --> Audit --> Per Period Metric
3. Filter for any resource who is locked   

Expected Results: The changed by field shouldn't get populated by user who is locked 

Actual Results: The changed by field is getting populated by user who is locked
