Business Rule not preventing adding Staff in Staffing

Issue/Introduction

Rules to add staff in projects does not work properly in Staffing Module

Steps to Reproduce:

1. Login to New UX
2. Navigate Admin -> Blueprint
3. Create a Copy of Standard Project blueprint (say, “Project - Prevent Staff Adds”)
4. Add rule as noted below and Publish it.
   1. Target Object: Project
   2. Rule Type: View Page
   3. Conditions: Always True (off), Match Filters: Manager = Current User
   4. Actions: Disable Adding Children, Disable Selected, Staff 

5. Navigate Staffing Module

6. Select a Project having "Standard Project" or "Project - Prevent Add Staff" Blueprint and try adding Staff

 

Expected Result:  Adding Staff should be prevented ONLY on the project having copied blueprint "Project Prevent Staff Adds".

Actual Result: Staffing Module - Under Allocations by Investment, adding staff is prevented not only on "Project Prevent Staff Adds" blueprint projects, but also on other blueprints as well including "Standard Project" blueprint.
