Changes to OTEL configurations requires Apply Changes

Issue/Introduction

In VMware Tanzu Application Service (TAS), OpenTelemetry (OTel) is the modern standard for telemetry. As of TAS v6.0 and recent updates to the App Metrics and Metric Store tiles, OTel is being used to replace the legacy Loggregator Firehose.

Setting up OTel logging generally involves Platform Configuration (enabling the OTel collector in the TAS tile).

Cause

When a change is made to the OTel setup, this requires an Apply Changes on all vms to propagate the change. 

Resolution

R&D are working on improving this setup to avoid running Apply Changes and make this functionality more dynamic. At the moment the only way is running Apply Changes to update the config.
