REST API Folder Creation Results in Unnamed and Non-Deletable Folder Object

Issue/Introduction

A REST API request to create a Folder object completes successfully; however, the resulting Folder is created without a valid name attribute. Subsequent attempts to rename or delete the Folder fail with an error, leaving the object in an unusable state.
