Connecting to the DX NetOps Spectrum Command Line Interface is failing with not responding or not permitting access

Issue/Introduction

When a user is trying to connect to the DX NetOps Spectrum CLI using the connect command, the following error message is seen:

connect <hostname> not responding or not permitting access

Cause

The connect command cannot connect to SpectroSERVER because the hostname is incorrect, the SpectroSERVER is not running, or the user has no user model.

Resolution

Verify that the hostname is correct, that SpectroSERVER is running, and that the user running the command also exists within the SpectroSERVER database.
