Staffing Workspace: Horizontal divider is overlaying SVL and MVL dropdown lists in the Allocation and Assignments Timeline Tabs

Issue/Introduction

When both the top and bottom panels are displayed within the Staffing Workspace on any of the four timelines for Allocations or Assignments, the horizontal divider line is displayed on top of the pull-down for a lookup field. 

Steps to Reproduce: 

1. Navigate to the Staffing Workspace for any one of the four timeline tabs, such as Allocations by Investment 
2. Ensure both the top and bottom panels are visible and the horizontal divider line is in the middle of the screen or positioned high enough for a lookup list to overlap the line 
3. Click into an editable field that is a single-value (SVL) or multi-value (MVL) lookup to open up the drop-down list 

Expected Results: The drop-down lookup should display on top of the divider line. 

Actual Results: The divider line is displayed on top of the pull-down lookup list.
