Manage Site files show no backup and "export to standby" is greyed out.
The file AutoBackup_11.7.0.7.zip exists in the export folder.

Cause
Issue is caused by a directory naming conflict within the Windows TEMP folder. The new 7-Zip-based extraction process in version 11.8 attempts to extract site information into a file for the Configuration Manager dialog. If a directory with the same name already exists in the %USERPROFILE%\AppData\Local\Temp path, the dialog fails to read the data, incorrectly reporting that the archive is not a valid site AP upgrade to 11.8 - the site EXPORT shows worked but site IMPORT during upgrade failed.
Resolution
Apply the 11.8.0.57 patch (ap118057ServerPatch.exe).
This patch modifies the naming convention used during extraction to ensure it does not clash with existing directories in the TEMP folder AP upgrade to 11.8.
Additional Information
Patch 11.8.0.57 supersedes 11.8.0.56.
