Starting 16.4.1 Health Report error on Database tab - "Read-only connection available"

Issue/Introduction

After upgrading to 16.4.1 you see an error on the Health Report Portlet, Database tab on "Read-only Connection Available" it is marked as No and flagged in Red. What does this mean? 

Environment

Clarity 16.4.1+

Cause

A new option was added in 16.4.1, Read only Database connection

Resolution

• The new parameter Read Only connection available you are seeing is a new optional parameter for a read only user that you can use with our Queries feature (Beta).
• Since the parameter is currently optional you may safely ignore the Red flag on it.
