Issue/Introduction

  • After manually updating Apache ActiveMQ to version 5.19.2 (or any version in the 5.19.x branch) on a CA Service Operations Insight (SOI) 4.2 CU5 environment, the CA SOI MQ Server service fails to start.
  • The update was attempted to mitigate vulnerabilities such as CVE-2023-46604.
  • The environment is running on the default Java 8 (JRE 1.8) bundled with SOI 4.2.

Environment

  • CA Service Operations Insight (SOI) 4.2 CU5
  • Apache ActiveMQ 5.19.x

Cause

Apache ActiveMQ version 5.19.0 and higher requires Java 11 at minimum to operate. CA SOI 4.2 CU5 is architecturally based on Java 8. Because the SOI 4.2 framework and its bundled JRE do not meet the Java 11 requirement, the newer ActiveMQ binaries cannot initialize, causing the service to fail upon startup.

Resolution

To use ActiveMQ 5.19.x or newer, an upgrade to a Java 11-based version of SOI is required.

  1. Upgrade to SOI 4.3: CA SOI 4.3 is built on Java 11 and supports modern ActiveMQ versions.
