Issue/Introduction

Steps to Reproduce: 

• Create User story  with Inline attachment
• Made some updates from Rally and Jira side
• In Rally updated the Status to be Accepted which is Done in Jira
• In Rally assigned it to a closed sprint
• ConnectAll started doing the circular updates to Jira Status

Expected Results: 

• Only single status should happen in Jira on retry.

Actual Results:

• Duplicate status updates happen in Jira on retry.
