UIM apm_bridge external_id UNKNOWN causes DX O2 to not find the corresponding alarms

Issue/Introduction

The device entities are synchronized to DX O2 with an invalid external_id attribute having the "UNKNOWN" value.

Environment

DX UIM 23.4.x 

OI_connector / APM_bridge any verions 

Cause

In the affected environment, the enableNewVertexIdFormat attribute was set to true in apm_bridge, while it was set to false in oi_connector. Due to this mismatch, the inventory and alarms became disassociated, and alarms were showing an UNKNOWN external_id.

Resolution

Make sure that the enableNewVertexIdFormat attribute value is the same in both apm_bridge and oi_connector probes.
