Resolution

This problem occurs if the CCLXXML library is allocated as a PDSE instead of a PDS.

In the OPSMVS Technical Documentation  at the link reported below there are the requirements for the CCLXXML library allocation: 

Optional Configuration Tasks for the Base Components - Configure OPSVIEW News Updates

The Announcements and News panel in OPSVIEW is populated by a discovery process that looks for newly installed feature PTFs. This process is enabled by default, but requires the following configuration steps in order to function:

1. Set the value of the parameter PRODUCTHLQ to the high level qualifier that is used at your site for OPS/MVS installation.
2. Ensure that the library hlq.CCLXXML has been deployed to your production environment as a PDS.

 If  customer has a reasonable requirement for the CCLXXML to be a PDSE, this will be considered as an enhancement request.
