vCenter Server restore fails at Step 2 with "RestoreManager encountered an exception"

Issue/Introduction

When attempting to restore a vCenter Server from a file-based backup, the process fails at Step 2 and displays the following error message:
RestoreManager encountered an exception.
See logs for detail. https://<vCenter_IP>:5480/vami/backend/vc-support.cgi

Retrying the restore operation with the same backup file fails with the same error.

The /var/log/vmware/applmgmt/reconciliation.log shows a failure to start services:
YYYY-MM-DDThh:dd:ss.sss [###-###-###] [MainProcess:PID-#####] [ReconciliationManager::main:ReconciliationManager.py:301] ERROR: Failed to complete reconciliation.
Error Failed to start all services.

The /var/log/vmware/vmon/vmon.log indicates that the vpxd service crashed:

The /var/log/vmware/vpxd/vpxd.log shows a VCDB error causing the crash:
YYYY-MM-DDThh:dd:ss.sss error vpxd[#####] [Originator@6876 sub=Default opID=#####] An unrecoverable problem has occurred, stopping the VMware VirtualCenter service. Error: Error[VdbODBCError] (-1) "ODBC error: (23505) - ERROR: duplicate key value violates unique constraint "pk_n_vm_config_info"

Cause

This issue occurs due to database inconsistencies within the backup.

Resolution

Retry the restore operation using a different backup file.
