How can the problem be solved?

Resolution

As indicated in Special Action Required for Datacom/AD 15.1:

Datacom/AD 15.1 continues to enforce the rule that some DBUTLTY functions must run using APF-Authorized libraries. The Multi-User Facility (MUF) requires the libraries to be APF authorized. A sample JCL member (AXAPFSVW) in the INSTJCL data set has been provided for those sites that can use SYSVIEW to APF authorize the libraries. For sites that do not have SYSVIEW available for APF authorization, use member AXAPFZOS from the INSTJCL data set or your own in-house-developed procedures to add these libraries to your APF list. 

Also, in the New Installation Phase section, you will find this explanation:

If you are installing Datacom for the first time, the following members have to first be completed successfully: AXCUS00, AXCUS01, AXCUSNEW, AXAPFSVW, AXRIM01, AXNEW01, and AD15STRT

Based on the previous sequence of members, customize and submit the corresponding APF member (AXAPFSVW or AXAPFZOS if you don't have SYSVIEW ) to APF authorize the Datacom/AD CUSLIB and CAAXLOAD execution libraries. if you haven't run AXRIM01 member yet, then customize and submit AXRIM01 member too. After this, submit AXNEW01 member again.
