Question:

How can I decompress files without CA Compress being active in the system? 

Answer:

As long as you keep your FDTLIB and control file the data can be expanded. Use the CCVBJCL(SHR2EXP2) which is in Install libs. 

This should allow you to expand the files without having Compress executing on the system.
