After 16.4.1 upgrade Time Slicing Sync job produces excessive logging.

Issue/Introduction

It is observed that cmn_sch_job_logs has grown in size since the upgrade to 16.4.1 and these loggings come from Time Slicing Sync job.

Steps to Reproduce: 
1. Schedule a Time Slice Syncing Sync without enabling Debug.
2. Allow it to run and check cmn_sch_job_logs for the last few runs and notice many records are getting logged.

Expected Results: It should not log eny entries.

Actual Results: It is logging many entries per each run making cmn_sch_job_logs table grow very large.
