Error: "Http failure during parsing" when configuring SAML

Issue/Introduction

• Configuring VMware Cloud Director (VCD) System to Use a SAML Identity Provider fails with the error below:
  
  Http failure during parsing for https://cloud.example.com/api/admin/org/########-####-####-########85f9/settings/federation

Environment

VMware Cloud Director 10.6.x

Cause

The load balancer on top of the VCD cells is blocking the XML file.

Resolution

Review the load balancer configuration to allow the XML files.

Workaround
